Drug Strategy and Support Projects
Role
To provide statewide co-ordination of Tasmania Police’s response to alcohol and other drug issues, through the development of strategic approaches to relevant policy issues, building and maintaining effective relationships with key stakeholders, managing significant alcohol and other drug related projects, and maintaining an oversight of and involvement in alcohol and other drug related research.
Key Accountabilities
1. Strategy development
- Maintains oversight of emerging issues affecting alcohol and other drug responses;
- Contributes to the development of Government and inter-agency strategic plans on alcohol and other drug issues;
- Coordinates the development and maintenance of Police strategies to address the impact of alcohol and other drug misuse on crime and community safety; and
- Assists in the development and maintenance of relevant performance indicators to monitor the impact of alcohol and other drug related strategies.
2. Policy advice
- Provides authoritative advice to the Executive on policy options relating to the development and implementation of alcohol and other drug related strategies/initiatives;
- Liaises with other government agencies involved in developing government policy and strategies, and provides relevant Police input on alcohol and other drug related issues;
- Provides advice and briefings to support Ministers on alcohol and other drug related policy and legislative issues;
- Acts as central point of advice in relation to Ministerials, Parliamentary Questions, and requests related to alcohol and other drug issues; and
- Where appropriate, represents Tasmania Police at relevant forums on alcohol and other drug policy matters, including the Illicit Drug Diversion State Reference Group, Inter-Agency Working Group on Drugs (IAWGD), Inter-Governmental Committee on Drugs (IGCD) and Ministerial Council on Drug Strategy (MCDS).
3. Policy management, planning and budgetary matters
- Contributes to the preparation and presentation of alcohol and other drug related Cabinet papers and submissions in accordance with organisational, Ministerial, Cabinet Office and consultation requirements;
- Provides support for alcohol and other drug related policy proposals, including legislative proposals, through organisational and parliamentary processes;
- Provides advice on how alcohol and other drug-related issues should be reflected in Department of Police and Emergency Management corporate planning documents, such as the Business Plan, Annual Report, and answers provided during Parliamentary Estimate committee reviews of Police performance;
- As requested, provides advice to Districts and Divisions on how alcohol and other drug issues should be reflected in planning documents; and
- Prepares (or inputs to) submissions for funding of alcohol and other drug related projects.
4. Relationship management
- Supports Police Executive members and the Commander, Executive Support in maintaining relationships with Government agencies on alcohol and other drug issues;
- Establishes and maintains constructive relationships with key stakeholder groups, including the Australian Government and Departments of Premier and Cabinet and Justice, other law enforcement agency policy officials, and relevant non-government organisations.
- Ensures the coordination and facilitation of requests for the sharing of information on alcohol and other drug issues among government organisations;
- Represents Tasmania Police at relevant drug and alcohol forums, committees and working parties; and
- Liaises with other law enforcement agencies throughout Australia and in other relevant jurisdictions on police-related alcohol and other drug issues.
5. Research and evaluation
- Forms and maintains strategic alliances with alcohol and other drug research providers;
- Participates in interagency research to identify, monitor and assess alcohol and other drug trends and issues, which have implications for Police;
- Assists in the initiation and coordination of Police research on alcohol and other drug issues which impact on policing, and prepare appropriate reports on the outcomes of such research;
- Analyses data and statistics relating to alcohol and other drug use and its relationship to crimes, crashes and community safety.
Maintains an understanding of the effectiveness of Australia’s and overseas policing responses to minimise alcohol and other drug-related offending and victimisation; - Ensures that Tasmania Police continues to collect accurate and relevant statistics about alcohol and drug related issues.
6. Programme and resource development
- Contributes expert advice and leadership to the development of alcohol and other drug related programmes and resources (eg. awareness raising resources on drink-spiking, and specialist information for Police liquor licensing officers).
7. Training
- Advises Human Resources staff on the development and maintenance of alcohol and other drug-related education and training strategies.
8. Communication
- Proactively updates staff on developments in alcohol and other drug related legislation and policy;
- Provides advice and support to District Commanders and Divisional Inspector’s, to ensure consistency in the application of national and state alcohol and other drug related policies;
- As required, provides assistance to Media staff in responding to media inquiries on alcohol and other drug topics; and
- Where appropriate, seeks to positively publicise Tasmania Police’s efforts in the area of alcohol and other drug related interventions.
